It is with heavy hearts that we share very sad news with the aviation community; William “Bill” R. Cutter passed away peacefully on Tuesday, December 11, 2018. This is a profound loss for all that knew and loved Bill as the patriarch of his family and the aviation community.
A life-long aviation enthusiast, Bill learned to fly sitting on his father’s lap and became an ATP rated pilot in fixed wing, helicopter and lighter than air aircraft, along with achieving several jet and turbo-prop type ratings. As an aviator, he accumulated thousands of hours during his life, with his most recent flying being in his treasured 1944 Beech Model 17 Staggerwing.
Continuing the family legacy started in 1928 by his father, William P. Cutter, Bill established Cutter Aviation’s facility at Phoenix Sky Harbor Airport in Arizona, which went on to become the company’s largest facility and corporate headquarters. Bill, along with his son Will, grew the Cutter Aviation network by opening numerous locations throughout the Southwest.
In his lifetime, Bill was honored numerous times; most notably at the Smithsonian National Air and Space Museum, the New Mexico Military Institute, the Pima Air & Space Museum (Hall of Fame, inducted with his father William P. Cutter) and was named “Man of the Year” by Beechcraft. Bill was also proud to have served his country as a member of the United States Army.
Throughout his entire life, Bill could always be found walking the ramp and halls of Cutter Aviation speaking with his employees on a first name basis. He had a larger than life personality and was quick to share anecdotes with those around him. He was a gentleman’s gentleman, humbleness surrounded his daily actions. He leaves us with a keen sense of loss and heartfelt gratitude – we are better people for having known him.
Bill was preceded in death by his parents William P. and Virginia, wife Gwendolyn and brother Sidney. He is survived by his children, son Will and daughter Kathryn “Kay”; along with four beloved grandchildren, Will 4.0., Brooke, Madison and Anna.
Godspeed Bill, and may you dance the skies on laughter-silvered clouds. You will be greatly missed.

Alerion
Alerion, a private jet charter and management company, has renewed its exclusive pilot training agreement with CAE for an additional two years on multiple aircraft platforms, including Bombardier, Cessna, Dassault, Gulfstream, Embraer and Hawker. Pilots will continue training at CAE New Jersey Morristown and CAE Dallas. CAE has been Alerion’s training partner of choice since 2016.
DC Aviation
DC Aviation GmbH, a business jet operator headquartered in Stuttgart, Germany, has renewed its exclusive pilot training agreement with CAE for an additional three years on multiple aircraft platforms, including Bombardier, Dassault and Gulfstream. Pilots will continue initial type-rating and recurrent training at CAE Amsterdam, CAE Dubai – Emirates CAE Flight Training Centre, and CAE London Burgess Hill. DC Aviation GmbH has been CAE’s training partner of choice since 2008.
Icon Aviation
Icon Aviation, a privately held American aircraft design and production company, has signed a two-year exclusive pilot training agreement with CAE for Beechcraft King Air B200, Bombardier Learjet40/45, Cessna Citation CJ3, Cessna Citation Excel/XLS, Citation Sovereign, Dassault Falcon 200EX EZII, Embraer Phenom 300-100, Embraer Legacy 600, Gulfstream G300, Gulfstream IV and Gulfstream G550. Earlier this Fall, more than 70 pilots began their initial type-rating training as well as their recurrent training at CAE New Jersey Morristown, CAE Dallas and CAE London Burgess Hill. Icon Aviation has been CAE’s customer since 2017.
Windsor Jet
Windsor Jet, a Private Jet Charter and Aircraft Management company has renewed its exclusive flight training agreement with CAE for an additional four years. CAE will continue to provide flight training on multiple aircraft platforms, including Cessna Citation X, Gulfstream IV, Gulfstream V platforms and Hawker 800XP. Starting in January 2019, training will be delivered across CAE’s training network including CAE New Jersey Morristown and CAE Dallas. CAE has been Windsor Jet’s training partner of choice for more than a decade.

Elliott Aviation, a leading aviation services company, has received a STC for their PRIZM brand LED lighting and electronically dimmable Smart Vision Shades brand electronic window shades. The company is currently manufacturing products and will be available for approved dealers and aircraft manufacturers in early 2019 under the Elliott Technologies brand.
PRIZM cabin LED lighting features full color spectrum mood lighting controlled through a mobile app or existing cabin lighting controls. It is available for up wash, down wash, lower accent, galley, lavatory and cupholders. The system has custom preset mood lighting configuration and allows for customer selectable preset lighting configurations. The PRIZM lighting is expandable to meet the needs of most turbine powered business aircraft.
Smart Vision Shades are electronically dimmable inner window panes with five different colors of dimmable film. When combined with PRIZM cabin lighting, they can be controlled with an app available on a smart phone, or with the built-in controls. They feature individual variable control at each window and are 99% UV blocking.
“Aircraft repair stations and refurbishment centers have been looking for a solution that is both well-designed and cost effective for LED lighting and electronically dimmable window shades,” said Mark Wilken, Vice President of Avionics Programs and Operational Logistics for Elliott Aviation. “PRIZM cabin lighting and Smart Vision Shades were designed for both the aircraft operator and repair station in mind. MJet GmbH of Austria has become the first ACJ319 operator to sign up for Skywise, enabling it to integrate its own operational, maintenance, and aircraft data into the Skywise platform. MJet will store, access, manage, and analyse selected Airbus data together with its own data and global benchmarks without the need for additional infrastructure investments.
This service will provide MJet new insights at aircraft, company and global level while allowing it to enhance its operations by improving operational reliability, reducing operational interruptions and identifying efficiencies, cost savings and enhanced revenue opportunities.
MJet will share its Airbus operating-data and in return access the platform to benefit from other A319 operators’ aggregate aircraft reliability fleet data. MJet will also work with Airbus to further develop product and support services specifically for ACJ operators.
Skywise provides all users with a single access-point for their enriched data by bringing together aviation data from multiple sources, across the industry, into one secure platform. The more data that airlines share into the Skywise platform, the more accurate the predictions and models for all connected. All data is anonymised to ensure data confidentiality.

DART Aerospace (“DART”) recently received approval of updates to the STC from TCCA, FAA and EASA for its latest additions to their bestselling AS350/AS355 Quick Release Heli-Utility-Basket™.
Since receiving initial certification of a utility basket on the AS350 in 1994, DART has been consistently improving and adding to the design to meet the evolving requirements of the industry. The most notable addition to the new basket from its predecessor is its oversized, curve-top lid, which adds 30% more storage space; the lid is available as a retrofit option for long baskets using the light or heavy-duty flat lid. Other additions include an optional ground-handling wheel for easy maneuvering and double-locking quick-release pins, also available for retrofit.
As with the previous generations, the new basket carries no VNE restriction; in fact, a new flight test program has allowed DART to relax performance restrictions on all DART AS350 baskets. Furthermore, the basket can be quickly installed or removed with no tools by one person in less than a minute, thanks to its industry leading quick-release system.
“The impetus for this design change was to allow customers to transport rigid based, multi-drop firefighting buckets” says Wesley Reid, Product Manager at DART “but we are excited about the benefits that the added cargo volume this new lid will present to operators in the heli skiing, public service, utility and firefighting industries.”

Baker Aviation, a full-service aircraft maintenance, management and charter company in North Texas, has announced construction is now underway for two new hangars with immediate plans to centralize and expand operations at the Fort Worth, Meacham International Airport (KFTW).
The Baker Aviation Maintenance business will move its FAA Part 145 repair station from Addison, Texas to the Fort Worth headquarters location next month as part of the master plan. The new 30,500 square foot maintenance hangar is projected to be completed by November 2019. Adjacent to the maintenance hangar will be a state of art facility for the Baker Aviation Part 135 charter and aircraft management business, measuring 35,850 square feet, with a completion date of January 2020.
Ray Goyco, Jr., President and COO of Baker Aviation Maintenance explains, “This is a terrific opportunity for us to carry out our strategy to further expand the Baker operation. Just seven years ago we established the 145-repair station and quickly expanded into three hangars at the Addison airport, 30 miles from here. Our success was built on diversifying our maintenance platforms and product offerings with the support of the Baker family and their belief in investing in the future. This new complex sets the landscape for longevity and stability for Baker Aviation for years to come. Pratt & Whitney, a division of United Technologies Corp. (NYSE: UTX), announced its official inauguration of the Pratt & Whitney Puerto Rico Aguadilla Engineering Center in Aguadilla, Puerto Rico. The celebration also included a $500,000 donation by Pratt & Whitney to the University of Puerto Rico at Mayaguez. Puerto Rico Governor Ricardo Rosselló and representatives from the Puerto Rico Industrial Development Company (PRIDCO) attended the ceremony alongside several Pratt & Whitney and UTC executives.
The renovated $14M facility, made possible through a collaboration with PRIDCO, is 104,000 square feet and houses more than 800 Pratt & Whitney Puerto Rico employees with the capacity for 400 more. The facility is on track for LEED Silver certification with multiple features designed with sustainability in mind.  It also has an open-concept floorplan to support communication and collaboration.
Pratt & Whitney Puerto Rico, Inc., formerly Infotech Aerospace Services, Inc. (IAS), is an aerospace engineering center that designs, evaluates and supports Pratt & Whitney’s game-changing commercial and military gas turbine engines, including the Geared Turbofan engine. Since entering into service in early 2016, the GTF engine has demonstrated its promised ability to reduce fuel burn by 16 percent, to reduce NOx emissions by 50 percent to the regulatory standard and to lower the noise footprint by 75 percent.

Bell and EDIC Horizon International Flight Academy have celebrated today the delivery of two Bell 429s during a ceremony held at the MEBAA 2018 show. Based at Al Ain International Airport Zone, EDIC Horizon International Flight Academy provides state-of-the-art flight training to future pilots with its exclusive Bell fleet comprising of Bell 206s, Bell 407s and will utilize its new Bell 429s for ATP, instrument, multi-engine and specialized mission training.
“We are excited to add Bell 429s to our flight training fleet,” said Hareb Thani Al Dhaheri, CEO, EDIC Horizon International Flight Academy. “Bell helicopters have been an essential part of our training operations since our inception and the new aircraft will enable us to further expand our training offering.”

Falcon Aviation is excited to be returning to MEBAA 2018 this week (10th to 12th December) on Stand 593 at Dubai World Central, where it will be talking up a raft of new developments it has put in place in the region. Throughout 2018 it has continued to make progress towards fulfilling its core mission to expand infrastructure in the Middle East to support growing business aviation activity.
It is also gearing up to be a more active player in the regional aircraft market too.  A shift in its business in the UAE will see its established Al Bateen Executive Airport, Abu Dhabi HQ evolving into a premier turboprop MRO base, supporting the Bombardier Q400, where it has full base maintenance capabilities.
“Business jet MRO will become more focused on our new DWC Dubai facilities, freeing up space at Al Bateen for regional aircraft types, a sector which is also getting busy,” said Nicolas Tejera, Director of Maintenance at Falcon Aviation.
“We are highlighting our intentions here at MEBAA as we will be taking guests over (on an invitation/request to see basis) to our new MRO facility in DWC.  It is nearly finished and due to be formally opened in Q1 2019.
The first types to be supported for base maintenance will be the Embraer Legacy and Lineage family.
The decision to specialize in Business Jet Base Maintenance at DWC is very much in line with market demand, said Capt Raman Oberoi, COO of Falcon Aviation, noting the DWC base will grow in significance, complementing the Falcon Aviation FBO in the VIP Terminal of Dubai South facility; and the Falcon Aviation managed DWC Heliport, which runs under its AOC. Falcon Aviation is anticipating upped demand during December and to highlight its capabilities in the helicopter charter market too it is showcasing a Leonardo AW169 Helicopter in VIP layout in the static.
New Honeywell Aerospace Authorized Channel Partner
Falcon Aviation will also be highlighting at MEBAA a partnership with Honeywell Aerospace, whereby Falcon Aviation becomes an authorized Channel Partner in the UAE. This marks the first dealership for a large second tier supplier, complementing its long-standing status with the airframe OEMs like Leonardo, Bell, Airbus Helicopters, Bombardier and Embraer and Pilatus.
Getting ready to fly in Kuwait – for KOC
With an 800m by 200m wide heliport at Kuwait Oil Company premises newly built, Falcon Aviation is getting ready to commence a five-year onshore and offshore oil and gas contract with KOC this month.  It has built up a workforce of 38, including 15 pilots and eight  engineers, all of them trained and licensed.  As part of the contract, Falcon Aviation constructed a new hangar to house its Leonardo AW169 helicopter fleet for this project.  These were ordered at the Dubai Air Show last year, for delivery this year, so Falcon Aviation has spent 2018 building up to service start.  Just prior to MEBAA Capt. Raman Oberoi was in Italy to discuss the project with Leonardo Customer support and also to discuss the possibilities of adding more helicopters in the future.
Pilatus PC-24 will be 12th aircraft type in Falcon Aviation – arriving September 2019
With Falcon Aviation’s first Pilatus PC-24 aircraft arriving next September, it is finalizing the paint scheme and the interiors.  The PC-24 will be its 12th aircraft type, and will be used for charter operations.  Introducing new variants presents challenges to Falcon Aviation, but on the other hand it is excited about this new arrival.  “It will fit efficiently in the 1,800 nm to 2,000 nm range sector – so it’s really a new space for us.  We will be gearing up with tooling and spares   to support its maintenance,” Captain Raman Oberoi said.
Supporting young engineering talent
In September, Falcon Aviation was pleased to partner with the University of South Wales’ new Dubai University, set up to offer bachelor’s degree in aircraft maintenance. Falcon Aviation is contributing by offering on the job training in a Part 145 organization for these students during third year of their course.   “This is a great initiative for students to train in the modern global aviation hub of Dubai and we were happy to be among the first companies to get involved,” Captain Raman Oberoi concluded.

The announcement follows the original appointment of authorized sales agent made in May at Palexpo during the 2018 European Business Aviation Convention and Exhibition (EBACE) in Geneva, Switzerland, where the HondaJet Elite was unveiled to the world.
The aeroplane is a second generation aircraft in the private jet category and is the fastest, furthest and highest-flying plane in it’s class.
The new plane boasts many technological advancements and innovations including a unique Over-The-Wing Engine Mount (OTWEM) configuration, composite fuselage and a Natural Laminar Flow (NLF) fuselage nose and wing.
These improvements mean passengers can enjoy a largest cabin in its category as well as comfortable seating for up to seven people including a pilot. Other onboard facilities include a full service galley, private lavatory with optional belted seat and an exclusive Bongiovi sound system.
The advanced cockpit is built for optimum safety based on thoughtful ergonomic design and state-of-the-air situational awareness giving the pilot more space and greater visibility. The Garmin G3000 next-generation all-glass avionics system brings pilot and aircraft closer together with touch screen technology.
The official dealer signing ceremony between Jetex and the Honda Aircraft Company took place at the Jetex FBO Terminal Dubai, Al Maktoum International Airport, Dubai South on December 9th.
